Space Coast
Brevard County, on Florida's Space Coast, includes Melbourne, Palm Bay, Titusville, Cocoa, Rockledge and West Melbourne on the mainland and beach towns from Cape Canaveral and Cocoa Beach to Satellite Beach, Indian Harbour Beach, Indialantic and Melbourne Beach. The county's Planning and Development department issues building permits only for unincorporated areas, such as Viera and Merritt Island, through its BASS online system for licensed contractors. Cities such as Melbourne and Palm Bay issue their own permits. Beachfront work seaward of the state's coastal construction control line generally needs state approval, with certain exceptions, and homes on septic in the state's Indian River Lagoon protection area face a 2030 deadline to upgrade or connect to sewer.
Checked against official Brevard County sources:
Repairing or replacing roof covering, including skylights, needs a county reroof permit. The county asks for a supplemental fastener affidavit, and a recorded Notice of Commencement on jobs over $5,000 must be approved before inspections can be scheduled.
Our Florida roof permit guideExterior doors, windows, garage doors and hurricane shutters on one- and two-family homes need the county's doors, windows and shutters permit, with Florida product approval documents. The door between the house and the garage needs one too.
Our window and door permit guideNew, repaired or replaced aluminum structures, such as screen enclosures and carports, have their own residential aluminum structure permit. Confirm the drawings and engineering needed with Planning and Development.
Our screen enclosure permit guideNew fences need a county permit with a property survey showing the fence line, height and materials. Repairing or replacing less than 50% of a fence with the same size and material in the same location doesn't need one.
Our Florida fence permit guideThe county lists sheds, workshops, garages and carports as accessory structures under its residential addition permit. Confirm with Planning and Development whether your shed needs a permit before you buy it.
Our Florida shed permit guideCheck contractors on the county's Licensed Contractor Search and at MyFloridaLicense.com. Brevard still lists county certificates of competency for several trades, and a state license can be registered with the county. The county says there is no handyman license in Brevard, so handymen are limited to unregulated work.
How to check a contractorThe rules above are the county's, for unincorporated areas. These cities run their own building departments, so if you live inside city limits, start with your city.
The Building Section takes permit applications through the city's EnerGov portal, along with written requests for the state's $7,500 permit exemption. Fences, accessory structures, driveways and flatwork go through separate city ordinance permits.
The Building Department added the ePermitHub Digital Plan Room in March 2025, though some city pages still point to the older iMS portal. Most non-masonry fences at single-family homes need only a zoning permit.
The Building Department has taken all permit applications online since March 2024. A roof permit is required when more than 10% of the roof is replaced.
The city's Building Department lets registered contractors apply online. Owner-builders apply in person with an owner-builder affidavit and proof of ownership.
Permits go through the town's Building Official. The town's permit application says contractor licensing and insurance must be current with Brevard County.
Residential applications need a detailed written scope of work. The Building Division has announced a move to a SmartGOV portal, so confirm how to apply.
The Building Department takes applications through the BSA Online portal, where permits from 2012 on can be searched.
Building permits go through the Development Services Department's OpenGov online portal.
The town handles its own permits at Town Hall, except septic permits, which Brevard County issues.
