Remodeling in Volusia County

Volusia County stretches from Ormond Beach, Daytona Beach and New Smyrna Beach on the Atlantic to DeLand, Deltona, DeBary and Orange City inland. The county's Building and Code Administration Division issues permits only for unincorporated areas, through its Connect Live portal. Daytona Beach, Ormond Beach, Port Orange, New Smyrna Beach, Edgewater, Holly Hill, South Daytona, Daytona Beach Shores, Ponce Inlet and the other cities run their own building departments. Hurricanes Ian and Nicole in 2022 and Milton in 2024 brought inland flooding and severe beach erosion, so flood zones and coastal permits matter here as much as wind rules.

Roof replacement in Volusia County

Reroofs need a permit, applied for through Connect Live. The county's reroof inspections are sheathing (deck nailing), underlayment and final, with a roofing affidavit before the final. Since January 1, 2025, a reroof finished without inspections needs a site visit by the contractor and an architect or engineer to confirm it meets code.

Fences in Volusia County

Since a 2025 change to Chapter 72 of the county code, residential fences in unincorporated Volusia no longer need a building permit unless the fence serves as a pool barrier. Height and setback rules still apply, and masonry walls still need a permit. Cities set their own rules.

Sheds in Volusia County

Since the same 2025 change, sheds of 480 sq. ft. or less in unincorporated Volusia no longer need a building permit. Size limits and setbacks still apply, and larger sheds need a permit.

Contractor licensing in Volusia County

The county's contractor licensing FAQ says its former local specialty licenses are no longer issued or recognized under HB 735, so check the contractor's state license at MyFloridaLicense.com. The county's contractor listing program is voluntary and isn't a license; it gives contractors access to the online portal.
